Bothell's MUGA-New City Limits

The Nesbitt Report forms the basis of the fiscal sense for this annexation.
The area is divided up into 6 subareas:
Fitzgerald/Canyon Creek, Thrasher's Corner, Filbert, Damson, and Locust 10 and Locust 1.

The total revenue (Property Taxes) projected is about $6.52 million... and the estimated operating costs is $5.65
So it is revenue positive.

The city will hire more police for our area to respond to our needs and to have presence to assure our security. We all know that the Bothell Police have visibility in the City of Bothell.

Additional Revenue will occur for REET (Real Estate Excise Taxes, Surface Water Fees, along with Mitigation Fees associated with development will add millions to our planning for Parks and Streets and could be in the range of up to $4 Million per year, or in a 10 year Capital Improvement Program we could have funding well over $40 million.

The State will also add sales tax credits if we annex over 20,000 citizens which could add more millions. This tax credit would last for 10 years and could add $10 to $20 Million to our funding of infrastructure. The total funding for parks, streets, sidewalks, etc. for our area of 5,000 acres and over 20,000 citizens could yield $60 Million for our future.

We can work to assure that our future City Council will commit these funds to our community as opposed being buried in a $700 million budget of Snohomish County. We can also work for representation for a 7 member at large council. Taxation with representation...

NOTE: These are very approx. numbers and are subject to change and it would probably be higher....LOOK AT YOUR PROPERTY TAXES.... Annexation with Bothell should drop our property taxes slightly, but should be critically reviewed. More review of taxes will be presented... but the property taxes will be lowered by about $1/$1000 of assessed valuation... but it will be offset by 6% of the utility billing for cable, cell, electricity, natural gas, solid waste, telephone, and 5% of sewer and water.... and estimate of typical utility billing can vary widely...and but could be $4000 to $5000 per year which would yield a Bothell Utility tax of $240 to $300 per year.... the break even point would be $250,000 to $300,000 of assessed valuation..... that is the total Bothell Tax would be higher when the Assessed valuation is in the lower range property values... More information will be reviewed as we move in the process. This is advanced information and will be subject to change as more data is collected.

Other areas to be examined are how the county and city polices as to land use and development codes will be transitioned.... this will be resolved as the process moves forward to a public vote in November 2008 The petition must be submitted to the Bothell City Council for action and if accepted ofter public hearings a resolution will be forwarded to the Boundary Review Board..for more hearings and action.

The public will have an opportunity to review all aspects of annexation this coming year and with 50% plus one vote...in November2008...annexation will be a fact.

Video Tour

On May 6, at the regular Bothell Council Meeting, a video tour of the MUGA area as finalized by the City...was presented in a form of 7 DVDs that were given to each Council. Member and it was an attempt to give a qualitative review of the entire area...showing locations of 3 parks, (13 Acre East Bothell Park-at 45th and 228th...being Planned), Logan Park and Forsgren Park, typical homes and streets, Business Districts and location Fire Stations.

The Bothell Staff is now working to update the Nesbitt Report for a staff report for the Study Session on May 27.... were the NEWBA reps will have some participation...

It is likely that the fiscal review will continue to be positive,,,and in particular the funding of Capital Improvements will be enhanced by Park and Transportation Mitigation Fees..which appear to have been left out of the analysis...it could amount to $30,000,000 for a 7 year progam... The Bothell MUGA had in 2006 $60,000,000 in new construction...and $300,000,000 in property sales... The revenue for our MUGA of Bothell is huge

Petition Drive Oct 10, 2007

On Oct. 10, 2007 a Petition Drive Kickoff will be held at 7 PM at the Bothell Police Station,,,on the corner of 101st ST and 184....Len Goodisman and Mickie Gunderson will lead a meeting to review the process and petition and organization. This petition will have a goal of 10% of the last general election.. this petition will be submitted to the Bothell Council for action...with an attempt to place this annexation proposal on the 2008 Ballot... This web site will answer many questions as to specifics in the coming months regarding Taxes, Zoning, Development Codes, Budgets., etc.. Gene Grieve 425 481 6280

Petition Is Being Finalized

The NEWBA committee is now finalizing the petition...for 10% signatures considering the count from last General Election... and when completed it will be submitted to the Bothell Council for action, which will require review by the County Auditors office for verification of signatures... It is likely that the Council will have open discussion and hearing after the review by the Auditor.

The petition will then be acted by the City Council and the annexation proposal will be placed before the Boundary Review Board.and public hearing.

It is hoped that the citizens of the proposed area will have an opportunity to vote on this annexation proposal in Nov. of 08
