This will be an attempt not to duplicate detailed facts as presented in official WEB sites by the city of Bothell but to review issues raised recently by well meaning special interests, who wish to protect their jobs and jurisdictions. It is sad that we are trying to control our destiny within a sanctioned growth area of the City of Bothell  while outside interest are trying to stop us with scare tactics for  this is an attempt for self government.  It has taken years to get to this election with a citizen action of 1,100 petition sig. submitted to Bothell in April of 2009. THIS CONTEST IS BETWEEN CITIZENS VS SPECIAL INTERESTS.... I have a concern that this battle is a line in the sand to show other cities (Lynnwood, Mukilteo, Everett, and Mill Creek- note Mill Creek Contracts with FD 7, others have Fire Departments)  )  that annexation will be difficult. </description>

<title>NEWBA UPDATE- September 2010</title>

<description>Introduction-----It is time to update the relationship between the NEWBA,, (North East West Bothell Annexation) and the City of Bothell. It is somewhat disappointing to many citizens who worked for annexation for decades only to fail at the Boundary Review Board (BRB)Click here to Read the Boundary Review Board paper. Groups from Locust Way, Hilltop Area, and 39th Ave SE have worked for years with the assumption of success with the BRB. The BRB is a state board with 5 Commissioners who sit in judgment as to 9 areas of objectives in accordance with RCW 36.93.180. Factors include preservation of natural neighborhoods and communities, use of physical boundaries, creations and preservation of logical services...etc. Bothell failed miserably at the BRB in June 2009, which can be verified by the BRB decision paper which is critical to understand for it was a painful experience by representatives from the NEWBA to have a right to vote for our destiny to fail in a few hours of deliberation. It is the intent of this update to review what happened and how Bothell is addressing our future now. There are issues of demographics of Bothell with our desire to have more representative government. Is the Bothell Council afraid of a north end takeover by 40,000 Snohomish County/Bothell Citizens vs 20,000 King County/Bothell Citizens? In my opinion, this is a basic issue that will haunt our area for years to come and is the only answer as to the past actions by the Bothell Council. This may change in the coming years. Symbolically, Superior Court for all of Bothell would shift to Everett from Seattle. </description>

<description>On May 6, at the regular Bothell Council Meeting, a video tour of the MUGA area as finalized by the City...was presented in a form of 7 DVDs that were given to each Council. Member and it was an attempt to give a qualitative review of the entire area...showing locations of 3 parks, (13 Acre East Bothell Park-at 45th and 228th...being Planned), Logan Park and Forsgren Park, typical homes and streets, Business Districts and location Fire Stations. 

The Bothell Staff is now working to update the Nesbitt Report for a staff report for the Study Session on May 27.... were the NEWBA reps will have some participation... 

It is likely that the fiscal review will continue to be positive,,,and in particular the funding of Capital Improvements will be enhanced by Park and Transportation Mitigation Fees..which appear to have been left out of the analysis...it could amount to $30,000,000 for a 7 year progam... The Bothell MUGA had in 2006 $60,000,000 in new construction...and $300,000,000 in property sales... The revenue for our MUGA of Bothell is huge

<description>The NEWBA committee is now finalizing the petition...for 10% signatures considering  the count from last General Election... and when completed it will be submitted to the Bothell Council for action, which will require review by the County Auditors office for verification of signatures... It is likely that the Council will have open discussion and hearing after the review by the Auditor.

The petition will then be acted by the City Council and the annexation proposal will be placed before the Boundary Review Board.and  public hearing.  

It is hoped that the citizens of the proposed area will have an opportunity to vote on this annexation proposal in Nov. of 08
